IIRR-Asia Participates in Strengthening Climate Resilience in the Philippines: Insights and Policy Recommendations from the ClimBeR Initiative Workshop

MANILA, Philippines (September 26, 2024) — The International Institute of Rural Reconstruction (IIRR)-Asia joined stakeholders in the ClimBeR Initiative Workshop hosted by the International Rice Research Institute (IRRI)-ClimBeR team. The event highlighted key findings from the DeRisking Component of the ClimBeR Initiative, which focuses on innovative approaches to strengthen climate resilience in agriculture.
The workshop discussions centered on the use of climate-smart mapping, adaptation planning, satellite-based crop insurance through Area-based Yield Insurance (ARBY), and the RCMAS Climate+ tool for enhanced farm-level advisories. These tools are designed to equip farmers and policymakers with actionable insights to better manage climate risks and ensure sustainable livelihoods.
As a key partner in the ClimBeR Initiative, IIRR supports the development and testing of ClimBeR products by linking pilot sites in Guinayangan, Quezon, and Ivisan, Capiz. These sites provide practical contexts for demonstrating scalable solutions in climate-resilient agriculture and aquaculture.
The workshop brought together representatives from the Department of Agriculture (DA), DA-PhilRice, DA Regional Field Offices (RFOs), DA-Agricultural Training Institute (ATI), DA-AMIA, local government units (LGUs), the Alliance of Bioversity International and CIAT, the Philippine Crop Insurance Corporation (PCIC), and IIRR. Breakout sessions provided a platform for agencies and partners to explore how ClimBeR tools and products can be integrated into existing programs and initiatives, support policy development related to climate change and disaster risk reduction and management (DRRM), and generate insights that can guide the next phase of the initiative.
The workshop reaffirmed the importance of cross-sector collaboration in advancing climate resilience. With continued partnership among research institutions, government agencies, and local communities, the ClimBeR Initiative strengthens the Philippines’ capacity to adapt to the impacts of climate change.
